Heat gun is the best way. If you are worried about excess heat with a gun, leave it out in the sun for awhile and try that first. Keep working at it with your fingernails to peel it off, then use 90% alcohol to remove the remaining adhesive/residue.

I recently acquired a bike that one of the previous owners put on red
reflective tape in several spots. This tape is goofy because it doesn't peel
off in one piece, but breaks. Is there anyone on the list that has had
experience in removing this stuff or know of a good way to remove it? As a
last resort, I may try a heat gun to soften up the adhesive. I will probably
get it off eventually, but would really appreciate any help or advice.
