What I see.
Most probably respray, noting as you did the top tube guides.
Flat stay caps were seen on early Gran Criteriums. This bike has the '73 or so decal set. Lugs are like what was settled on for the GC's, but some very late Specials had them.
The cut out BB does not surprise me but it is unusual.
Water bottle braze ons were probably added, flat stay cap GC's did not have them.
The fork looks replacement. Would need better images to see if the crown was reused, I think not.
Looks like it has lead a hard but useful life.
I vote modified Special.
