Manhatten Supply lists the 22x1 tap at $27. Betcha you could find a crank extractor cheaper and grind cutting edges on it that would work well enough on a plastic pump body.

I've been painting pumps that framebuilder Roland Della Santa sends me - he's got a stock of long pumps that he shortens as needed.

I've also got a bunch of old pumps, some of which are brittle. The brittle pumps get their pump head nipple removed and used to replace the crummy plastic ones in the newer pumps....I haven't done it yet, but there is no reason the pump end and plunger could be shortened at the same time.
