On his wheelbuilding page at: http://sheldonbrown.com/wheelbuild.html#spoke_patterns Sheldon indicates that 36 hole can be built either 3 or 4 cross.

My impression has been that as long as the spokes don't overlap the spokeheads next to them coming out of the hub then 4x on a 36 hole hub is fine. Personally, I'd probably use whatever spokes I could find most easily.
