In danger of being off topic by a year or so but here goes. In answer to Bob's question about who made it I can't help but will point him in the direction of a Ron Cooper I own which was built around the same period 1983-85. This has all Italian Cinelli and Columbus frame components which have had Gillott milled into them. No top eyes as it's a Cooper fastback but the fork crown, rear brake bridge and the upper bracket shell all have the word GILLOTT milled in. I am assuming a company in the Uk was advertising this service to keep in with the current Italian fashion- OR a local engineer with a pantographing mill was asked to do it as a one off in your case. In the case of my Ron Cooper Gillott it was an attempt by Gary Edwardes to relaunch the marque in the early '80's from his shop Bexley Spoke in Kent. Ron himself told me this last year. When this failed to take off I believe he sold the rights to the name to Mark Joynt of Omega Cycles. Perhaps Dave Yates can shed some light on it?
