Hello Mark, I would say yes they were available separately. Why because over the years I have seen loads of other makers 50' and 60's frames equipped with Frejus parts. Just to make sure I asked my old man and he agreed, he said Jaggard Mills were the first UK importers of Frejus stuff and just for good measure he found an old 1950 catalogue of theirs. In this it lists Frejus hubs, brakes and chainwheel sets. Hubs £3-3-0 as opposed to Campag at £3-6-0. Brakes £1-19-6 and you could also buy Frejus levers as a separate item at 18/6d. Mudguards were also on offer at 17/6d. When I use to attend cycle jumbles in the 1970's Fregus levers and cranks were still quite common.
