Balsa wood?

I can imagine shaping a balsa plug to fit the inside of the tube and then after the tube has it's holes inserting it and then cleaning out the exposed wood, sealing and painting.... But looking at the shape of the tubes I'd expect that it would have been pretty hard to get them in there. And looking more closely I can't see any tubing edge...

Maybe the goal wasn't weight loss, but strength. Those could be sections of tube that have been squashed and brazed into the holes....

I'll stop guessing now!
