It used to be very common to use cotton handlebar tape to wrap brake levers for better grip on race bikes. It was also commonly used for holding the brake housing to the top tube instead of clips, securing the air pump to the bike in addition to pump clips, wrapping all the clamps so there were no sharp edges, and wrapping the toe clips, toe strap buckles and wrapping the doubled over toe strap end for a better grip.

Holes drilled in levers would have to be for lightness and not grip in my opinion.
