Lou, the seat post is on backwards. Normally that extension would be facing forward and the seat can then be adjusted front/back easily. Perhaps the last guy to ride this machine wanted his seat wayyy back.

...and to the other guy's question about bolting shoes to track pedals: yep, trackies bolted their shoes to the pedals ( maybe they still do?).

Even two toestraps per pedal (a common alternative) were not strong enough for Daniel Moreleon (dang, forgot how to spell his name,I think) when he won at least one world championship with his "feet" bolted to the bike... I have a picture of him leaning on the rail atop his machine, lacing in prior to the start!
