Lou, I think it says 'Suykerbuyk' (sugarbelly!), which is a fairly common name in the southwest arae of the province of Noord-Brabant. Further it say s 'constructeur' and 'Ossendrecht' which is a village in that area. There wer e a lot of racers called Suykerbuyk as well. Adri Suykerbuyk (born 1924) is one.
