Certainly, these were available in 1968, perhaps 1967. Even
earlier? My Atala came with one of these stems that was made
in 1968. The finish is a bit different than yours - i.e. mine
seems to be more silver-white than yours (which seems to be
pure silver in color.)
Now I'm going on old memories here but - my recollection is
that - my stem had a different sticker than yours. I recall it
having Olympic rings, perhaps relating to the 1968 Olympic
games. I'm sorry to say that 36 years of riding have long worn
out the original sticker.
