I spoke with the person selling the Jevelot. He said it was more of a pursuit bike, has 24 inch wheels and was built in mid-90s. If it were a 700c bike or one of Hugh's earlier frames, I would be all over it. But it is Xmas time and I have already overspent my bike budget for the month. Check Craigslist in St Louis if you want more info.
