When I converted my wife's Hi-E hub from 120 to 126 Harlan just sent me a longer axle cap. Used the same axle.

http://bikesmithdesign.com/temp/hi-e_axle.jpg shows the longer steel cap, and the shorter aluminum one. Shouldn't take more than a few minutes to make one any length you want from 3/4 Al.

However, the stock axle didn't deal well with the increased leverage. It was just a piece of 1/2" x 0.035". I replaced it with 1/2" x 0.049" 4130. Unfortunately, tubing is usually slightly over sized so I had to spin it in my lathe and take a few thou off the OD with sanding cloth. Took quite a while. I imagine Harlan had them centerless ground to the exact OD.
