I have a ton of "Gem", made-in England, herringbone texture, (un-adhesive)tape:

$4/pr (enough for a drop-bar) shipped CONUS.

(This was from the old Louisville Cycle, when they went outta biz)

Plain (unpadded) white plastic bar tape.

Not the cheesy textured Hunt Wilde/Schwinn "approved" stuff but the nice quality found on Raleighs of the era. Raleigh and Peugeot team bikes (an d others I assume) also seem to have used a plastic bar tape at some periods , not cotton.

All of the better quality tape I've found is either padded or Benotto.
