Not sure if this helps at all but my brother owns a late 70s French market Gitane Vuelta that came new with a complete Shimano 600 group (with the so called arabesque details). The cranks on that were French threaded and the pedals were KKT I think. Therefore it wouldn't surprise me if your Suginos are indeed French threaded. It seems to me like you should be able to scar e up some French thread pedals cheap or have the cranks tapped out to standar d threads.
