Oh! That's an easy one!!!

The bars and stem are both made by Titan (of Belgium) - perhaps late 1940s through mid-1960s. I think they were located in Belgium.. The names on the bars - (Marcel) Kint, (Albriek/Brik) Schotte, (Sylvere Maes - were all racers. (Rik) Van Steenbergen was on there also sometimes. Typically .

Titan stuff shows-up in interesting places, including early-1960s Paramounts and lots of swedish Crescent bikes.

I take it these are fitted to a Hobbs???
