I've always used a new sharp razor blade (utility knife type w/ very angled ends) followed up by 0000 steel wool (NOT a Scotch-Brite pad; ANY color WILL SCRATCH the chrome!). Excellent results. Make like your peeling the skin off of fruit: low angle of attack. The chrome will peel only if it's peeling anyway.

Stripper will leave an uncontrolled edge which you'll end up cleaning up with the razor. If it's a methalene chloride based stripper, it will smell nasty, eventually give you liver cancer, and won't work under 45 degrees or so when the wife throws you out in to the cold; especially after that powder coating episode using the kitchen oven! Non m.c. strippers take longer to work.

So, razor blade/ exacto knife/ no caffeine/ patience = very good results.
