In 1990, Mercian still offered a very inexpensive frame/fork made from full 531, but with no shifter braze-ons, no bottle cage braze-ons, single color only, no options. Maybe it is one of those.

On the other hand, they also would entertain any custom option you could think of, so my custom Mercian had Cinelli fork crown, tons of braze-ons, chrome and more. It cost almost 3 times the price of the "basic" frame, if I remember correctly.
