Yes, Campagnolo did make a cottered spindle. Check out the FB crank on my 1952 Cinelli Mod B restoration project. The Campagnolo cottered spindle came out much later than the '52 Cinelli, I had to use it-- it was too cool to exclude. I think that the 'C' on the Legnano is a generic Magistroni spindle. The Campagnolo cottered spindle is what the NR sidepulls are to Universal Mod 68 sidepulls.
