Is this one of the ball-bearing pulleys? If so, Duopar Ti's and Success
Ti's use these as well. If it is a simply sleeve type pulley, then any
of the less expensive Huret derailleurs could be a donor.

Alas, that is an all too common failure mode for the Jubilee FD. A replacement may be available (e.g. eBay item #7144195453) but they tend to be expensive. If you do get one, handle with care and do not over-tighten the clamp bolt.
