Lots of times you can use your thumb nail to remove paint that been done at a later date (or a plastic credit card).
But how about this scenario? You get the bike, remove the cool/amateurish Masi-esque fade done by the owner, take it to Velo Rendezvous in October for display and riding, and someone comes up to your Cinelli and asks if it was the one on eBay? Sez he knew the owner, a famous Swiss pro, and the Cinelli was this famous Swiss pro's first racing bike, and this famous Swiss pro loved the Swiss fade style of paint and painted the seat tube himself?! Doh!
(of course there's no way of knowing for now... but later might be _another_ story)
