George,

Most of the Huret derailleurs used similar pulleys, especially the Success and Challenger lines. You should be able to scrounge one off ebay fairly easily.

The broken band on Jubilee front derailleurs is a chronic problem, and is related to the very light weight of these very pretty but delicate things. I just use a Challenger fd for function and its "close to original."
