Stuck seatposts can be a nightmare for a dealer. I think he's in over his head, if he's considering using heat for this...that's extremely counterproductive. You haven't said what he's soaking it in...best is ammonia.
You might print out my Stuck Seatposts article and drop it off at the shop. My guess is that he's dealing in good faith, but just doesn't know the tricks of seatpost extraction.
