Guidonnet levers, popular for touring bikes for a time. Often you can find cheaper CLB-made sets on eBay these days for $20-45. Not as nice a shape as the more-rarely-sold Mafacs, as shown on this Legnano, I think, and on Sheldon Brown's 1958 Rochet at:
