Jack Moran at the old City Cycle in Little Rock, AR, who some here know, used to put a small drop of super glue on the bars every couple of turns when wrapping Cinelli cork tape. I use a variation on that with Benotto tape. Before wrapping, I coat the bars with Elmer's glue and wait for it to become just a little tacky before starting to wrap. Doesn't destroy the tape like super glue if you have to rewrap, but it's usually strong enough to keep the tape from shifting.
