The early 80's Gitane track bike, of "moderate" quality (thank you very much!) was called the "Kilo" It had Vitus 788 tubing. In the 1970s, there was a lower end model, but I don't think they made it into the 1980s.
I have a Kilo and use it on the track at Carson (Los Angeles). It rocks (the early Campy Pista crankset is the best part on it!).

In the early 80's, Trek was the importer for Cycles Gitane. I remember we had a fairly low-end Gitane track model available similar to what you describe -- Vitus 788 tubing, Nervar track crank. IIRC, it sold for about $350.
