Jon,

I've only seen Weinmann's on Internationals but Raleigh certainly did some creative "upgrading" . BTW, the 1973 was the only year to have the more ornate Capella lugs. The headtube lugs will have what look to be mosquito or dragonfly tails extending towards the center of the headtube. IMO, the prettiest of the Internationals.
