It depends a lot on the pedals. Short spindles, a minimum under the spindle and an outer profile that angles to match the track are the factors. Talking toeclip type pedals a Suntour Superbe gives much more clearance than Campagnolo Record. The Suntour's can be further profiled also. A real favorite is the last generation Shimano Dura-Ace and Ultegra pedals. With these types of pedals an 11" BB would allow an experienced rider to not even think about hitting a pedal on a fairly steep (45 degree?) track like in Blaine Mn.
I spent some time on that track with a Paramount that had a 10 1/2" BB. With Campy pedals- very dangerous. With modified Suntours-almost passable.
