The "T" stamp does indicate titanium. I've had one on one of my bikes for many years now. Until this spring I used 49/39 front and 14-24 in the back; I've now changed it to 45/32 in the front and 13-18 in the back. If you look closely, there are two mounting points for the pulley cage:

The upper one is for freewheels up to 24T, the lower one is for freewheels up to 28T. I think it should work for you if you mount the pulley cage on the bottom position.
