This looks like a Simplex braze-on, often found on only the right side of the down tube. Simplex made a special band clamp that fit around this piece and held the left shift lever, and the right lever held the whole piece on the frame. We used to have to remove them for people who wanted to upgrade from delrin levers to something a little more solid.
I don't think retrofriction levers would work if the threading is different from a typical lever boss (5x0.8mm). All the retrofriction levers I've seen use 5x0.8mm threading.
