Just speaking for myself, that looks like a Masi Special. Note what appears to be a Fisher crown, and Cinelli-style lugs (not Nervex, that's clear)...and flat-stay caps brazed on the side of the seat-lug, not wrapped. And I agree with Russ...that's an italian fork.
Hm. That *might* be a Nervex crown--even with a magnifier it's just tough to be sure.
And the stay caps *could* be wrapped. Hard to see. There is no long tang on the seat-tube down from the seat-lug, which is unusual for a Masi...hm. The photo is not conclusive, but it is suggestive. Those are definitely NOT the usual Nervex lugs used by Peugeot on the head-tube though.
