I thought I had this one in one of my Peugeot catalogs, but I couldn't
find an exact match. It looks like it falls between a Peugeot PL 50 and
a Helium H 50, both basic 650B demi-ballon models. Helium was a Peugeot
B-brand for the lower-end models in the 60's and early 70's. They were
in fact the same models as Peugeot had, but with different graphics, very much like those on your frame. The exact year of manufacture is hard to tell from the frame only. From
1966 to 1970 these bikes were produced with virtually no changes in specifications. I'll see if I can make you a scan of the parts lists for both Helium an
Peugeot bikes.
