Yeah, one of the less expensive Raleighs had Normandy Sport/Rigida wheels like that with QR front and axle nuts rear. Don't remember if that was the Grand Prix or the Record. The UO-8 definitely had QR on both wheels as early as 1972, because my first "10-speed" was a UO-8 bought that year.

Don't forget the Raleigh Grand Prix, it came with the same wheels for a number years. I don't think it came with a full set of skewers until 1978 or thereabouts.
