Sounds to me like you have 3 choices.
1. Seal it with clear coat but that is just like laminating a rare document. It will last forever but you will never have the feel of the original again. Also some clear coats can attack the old style base paints and transfers.
2. Wax it up carefully using a wax that does not attack the existing paint or transfers. Test before you go wild with this approach.
3. Leave it alone but it will not get better if you ride or haul it around.
I always opt for #2 as it is easy, least impact on the original finish and inexpensive to do yourself with good results. If the transfers are not flaking off then this should seal it against future damage. As I said, test the paint and transfer in a location that is not very noticeable. Don't start with the head tube. I always test paint around the rear dropouts as they get gnarled up anyway with quick releases or nuts. Look for a transfer spot on the back of the seat tube to test. If it does not cause trouble then wax away. Be gentile and use a mild wax solution. I like liquid turtle wax but there are plenty of good ones on the market. One thing, if you wax it up and decide on clear coating it after, that would not be a good idea. The wax will not allow the clear coat to adhere properly.
