When remitting payments to European publications, I use euro checks drawn on banks in the country of the publication. These type of checks can normally be obtained from foreign exchange businesses. The company I use in San Francisco charges a fee of USD$3 for each check.

Dollar based checks checks are often more trouble than they are worth to most Europeans. While banks will often accept a US Dollar check, they charge a lot of fees unless the account holder is a "preferred" customer.
