British Pathe http://www.britishpathe.com have a number of newsreels with Reg Harris racing. You can download a low-res preview, then if you like it, buy it via download, DVD or VHS (I think -- never actually bought anything from them)

I have put three examples of the free previews on my website - look in http://bulgier.net/vids/bike/

Reg Harris retains his World Professional Sprint Champion title in Italy-'51 (with audio commentary, but terrible video)(starts out with unrelated newsreel items) Reg Harris wins Amsterdam Grand Prix (no sound, undated) Reg Harris wins World Sprint Cycling Championship, Belgium (no sound, undated)

Remember if you like these, go to their website and buy the hi-res versions!

I'm sure these aren't the only RH newsreels they have, and these may not be the best; they're just the ones I previewed. When I searched British Pathe on his name I got 25 hits, though at least several of them seem to be him receiving a Sportsman of the Year award at a banquet, probably without racing footage - though I didn't preview those.
