As the crankarm is Al alloy the spindles are surely steel if the magnet reacts at all. Some stainless steels are called non-magnetic and could be confused with Ti but a good magnetic compass will still react strongly to even "non magnetic" stainless and not to Ti. The steel spindles are brighter as well whereas the Ti ones are to my eye distinctly gray.
