Here was the situation with me. I was picky enough about appearance that I hated to have them hang out. I didn't want the plucked stuff in the headset. So I gloved the front wheel and hid the rear one under the brake bridge.

Ultimately fenders moved the saver down below the chain stay bridge and still use a glove on the front.

I read about them in a book called two wheel travel. The LBS had the ones that had the plastic tubing. They were bigger and uglier than the ones I saw pictured.
