There were definitely racing frames with eyelets in 1973, the PX-10 for one. Probably not many Italian racing frames with eyelets by then, but more likely in a French marque. Earlier, say early 60's, even Italian frames had them. Remember, at one time fenders were fitted for winter traning before most racers had the luxury of several different bikes. Hard to say without contemporary photos whether the actual team bikes of Ocana and company had them. I'd guess not, but that wouldn't necessarily mean that the Team Champion offered to the public didn't. Perhaps even frames supplied to sponsored amateur teams.
