Those are counter clockwise channels to help dust and grit exit the BB bearings. It looks cool but has it ever functioned like it should?

I recently purchased a campy SR bottom bracket and the holes for the spindle through the cups are threaded. I've not seen this before. Are there sleeves or something that thread into it, or was it to facilitate tightening them into the shell? If it is a sleeve does anyone know where I might find them? I'm also looking for an english threaded adjustable top race for a super record headset, Pista or Strada.
