Depends what one means by complete, I suppose. I do believe the extractor was originally sold in a set with the socket and bar as you say. The part Hilary is selling will of course extract the crankarm, when turned using an adjustable wrench or 16 mm socket wrench. But yes, you would need a separate 16 mm "peanut butter" wrench or a thin-walled 16 mm socket to remove the crankbolt. Park once made a 16 mm peanut butter wrench as well as a 14/15/16 combo wrench, but I think these are no longer in production. Zeus also used 16 mm crankbolts and made a wrench for removing them, but those of course have been out of production for many years.
