Unless this is for a museum-quality restoration, I'd take this as an opportunity to replace the 16mm bolts with more user-friendly 15mm bolts. Nobody will know once the dustcaps are in place.

A machine shop ought to be able to extract the stump of the old bolt for you. If you can remove the spindle from the bike it will make the job much easier for them.
