these are simply there to avoid the bolts from moving and (worst case) falling out. A bolt only stays in its place when its tightened; basically screws work like wery strong springs, and tightening them means applying tension, that again produces friction inside the threading. those "range limiter" bolts in the dropouts and he shifters adjustment are not tightened against anything, so they could be shaken out of their place. So basically the springs serve the purpose to press the bolts into the threading.

hope that is somewhat nerstanable, boy, explaining such things is hard enough even in my own mother language, lol
