Several more comments that might help you. I own a 73 Raleigh International with 700c wheels and Campy Record Normal/Long reach brakes. My rear brake has the Campy drop bolt. The brake pads fit the rim perfectly with no extra room for downward adjustment. I run the original Campy High flange Record hubs, DT 14 gauge spokes and Mavic MA3 rims. I've been through many rims over the years... The front brake fits fine, also with no extra room ( the brake pad holder bolt is at the bottom on the brake arm adjusting slot). I bought the Campy brakes and the drop bolt about a year after I bought the bike. It still had sewups at the time. I have since switched to clinchers about 1979. It's still a very sweet ride. I'll probably take it out this weekend depending on the weather. We had snow on Tuesday. Good luck, I still like the look and feel of the Campy brakes, and I'm still surprised at how smooth the Record High Flange hubs are, even after 80+ thousand miles....
