Well since titanium is (very roughly) twice as stiff as aluminum, he can be forgiven for saying that. Titanium FRAMES aren't usually stiffer than aluminum frames, because of geometric considerations (mostly tube diameter). But going just by the inherent stiffness of the material (Young's Modulus), he is right. And I think that's all he (Eddy) meant - I think he undoubtedly knows that aluminum frames are usually stiffer...
