The bottle cage clamps say they fit 31.8mm frame tubes. Is there a version that fits 28.6mm (or 28.0mm French) classic steel tubes?

As Grant points out, the steel may be a little rough in places and the chrome a little thin and after a few years riding in the rain there will be rust spots, but these things are easily cleaned up or just spring for some new cages.
