I doubt it. The Windsor Pro and a slightly less expensive model with similar frame but top Japanese equipment were made with Columbus SL or SP. The Carerra was a mid-priced model with mid-range Japanese components. I alway thought it was Japanese Cro-Mo tubing, possibly straight gauge.
