      First, "RFG" is the manufacturer of the bottom bracket shell. Now, the cutout lugs are not unusual for LeJeune, but the pearl paint would be. (At least from my experience.) So it does sound like a circa 1980s bike. Didn't Normandy hubs have some sort of date code engraved/stamped in the shells?
      Anyway, if you wish you can compare it to my mid-1970s LeJeune track bike. My office is in Herndon. Conceivably, I could bring my bike to work and we could compare them sometime in the evening.
     Also, I often ride laps at Hains Point on mine. It's the one place where I feel safe riding without brakes. You want to meet there and have a track bike session? There might also be a couple of other CR list members who would be interested.
