I don't know who made 'em, but they were sold branded as Zeus, as well as unmarked (as these seem to be).

I made a few frames with them, both the Zeus and unmarked versions, so I can tell you for sure they were identical - it wasn't just someone else making knockoffs of a Zeus (wouldn't that be ironic!)

I got the unmarked versions from a UK supplier named Saba in the late 70s - Saba probably just bought 'em from the same source that Zeus bought theirs from.

I believe I heard Saba later morphed into Ceeway, who are still in business selling framebuilding supplies.

Nice dropouts (yes I call them dropouts - so sue me) - light, pretty, plenty strong enough. They deserve better workmanship than we see on this frame! Not a bad frame for what it is meant to be, a mid-line frame for an amateur racer, not a show bike. I'm such a snob, sorry.
