Lemond did that because he was using lace-up shoes with clip-less pedals. Cycling shoes need a strap over the in-step that is connected to the sole if you are not going to use a toe strap. IIRC Lemond was sponsored at that time by Look and Brancale. Brancale didn't make a shoe for clip-less.
